Thorndon Neighbourhood Plan
The Thorndon Neighbourhood Development Plan (NDP) has been prepared by Thorndon Parish Council and local community and will be used to help guide and shape future development in the parish.
Formal Adoption (2 March 2022)
In an ‘out of meeting’ decision taken on 2 March 2022, Mid Suffolk District Council agreed to adopt ('make') the Thorndon NDP.
This NDP, which covers the plan period to 2036, now forms part of the development plan and will be used to help decide planning applications in the parish unless material considerations indicate otherwise.

Local referendum (24 Feb 2022)
A local referendum on the Thorndon NDP was held on 24 February 2022. The question asked of those entitled to vote was: 'Do you want Mid Suffolk District Council to use the Neighbourhood Plan for Thorndon to help it decide planning applications in the Neighbourhood Plan Area?'
Reg 18 Exam Report Decision Statement (27 May 2021)
On 7 December 2020, Mid Suffolk's Cabinet committee agreed that, subject to modification, the Thorndon NDP should proceed to a local referendum. Approval was also given for consultation to be carried out on a subsequent modification to the local green space policy (see below).
Consultation on modification to Local Green Space policy (decision made 27 May 2021)
Between 17 February and 1 April 2021, consultation was carried out on a further modification to the Local Green Space (LGS) policy in this NDP. Representations were received from six organisations, with only one raising an objection. Our decision on the matter, which includes the representations, is published below:
Reg 17 Independent Examination (Final report 21 Sept 2020)
Mid Suffolk District Council appointed Janet Cheesley BA (Hons) DipTP MRTPI to carry out an independent examination of the Thorndon NDP. The examination was conducted through written correspondence.
On 21 September 2020, the Examiner issued her final report. It recommended that, subject to modification, this NDP met the basic conditions and that it should proceed to a local referendum.
Reg 16 Submission Consultation (22 Jun - 14 Aug 2020)
The submission draft Thorndon NDP was made available for public consultation between 22 June to 14 August 2020. The parish council (the qualifying body) had formally submitted the following documents:
- A map of the NDP area
- The submission draft Thorndon NDP (Jun 2020)
- A Consultation Statement
- A Basic Conditions Statement
- Copies of the SEA and HRA Determination Notices (see further below)
- A number of supporting documents, now published above with the adopted NDP
An assessment on how this NDP met the basic conditions formed part of the examination. At the time of submission, our initial checks suggested that the relevant procedural requirements had been met. View the Reg 15 Checklist.
Respondents were reminded that their comments would be forwarded to the independent examiner and, with the exception of personal details, be published on this website.
SEA/HRA Screening and Determination (May 2020)
The pre-submission draft NDP was screened to determine whether a Strategic Environmental Assessment (SEA) and or a Habitats Regulations Assessment (HRA) were needed. Both were 'screened-out'. The relevant reports and determination notices are published below:
