Housing Delivery Test
As part of ongoing reform the Government have introduced the Housing Delivery Test (HDT) as a mechanism to monitor housing delivery within local planning authorities in England.
In February 2019 the Government published the HDT results which identified that Babergh District Council had achieved 88% of the total number of dwellings required between the 1 April 2015 and 31 March 2018.
Mid Suffolk District Council achieved 81% of the total number of dwellings required between 1st April 2015 and 31st March 2018.
This means that both Councils have not met the HDT requirements, and as a result there is a need for Babergh and Mid Suffolk District Councils to produce, adopt and publish a Housing Delivery Test Action Plan (HDTAP) within a period of six months from February 2019. The Babergh HDTAP was approved by Full Council on 25th June 2019, and the Mid Suffolk HDTAP was approved by Full Council on 27th June 2019.
