Annual Monitoring Report and Housing Land Supply Position Statement

Local planning authorities must produce an annual monitoring report (AMR).

The report covers the period from 1 April until 31 March.

The report describes progress we've made with the Joint Local Plan (JLP). It also looks at a range of national and local indicators, and how useful the policies set out in development plan documents have been.

The Councils' position on housing land supply is published in a separate housing land supply position statement.

The removal of guidance on local plan monitoring, and the changes introduced through the Localism Act, mean each local planning authority must decide what to include in their AMRs.

2026 Gypsy and Traveller Five-Year Land Supply Position

The Planning Policy for Traveller Sites (PPTS) 2024 requires Local Planning Authorities to identify a five-year supply against their locally identified pitch targets. This document summarises the most up to date position of the need and supply of permanent Gypsy and Traveller pitches.

2025 Five Year Housing Land Supply Position Statement (Updated)

The Councils have published the 5 Year Housing Land Supply Position statement (for the period 1 April 2025 to 31 March 2030). These statements are available below to view for both districts.

Please note that as a result of paragraph 78 (c) of the National Planning Policy Framework (December 2024), the Councils have had to apply a 20% buffer to their five-year housing land supply requirement rather than the 5% buffer previously applied.

The annual housing requirements set out in Policy SP01 of the adopted Babergh and Mid Suffolk Joint Local Plan Part 1 are 416 homes for Babergh and 535 homes for Mid Suffolk. These figures are less than 80% of the most up to date local housing need figure calculated using the standard method as set out in the National Planning Policy Framework, which are 790 homes for Babergh and 757 homes for Mid Suffolk. As such, paragraph 78 (c) applies.

This results in Babergh having a 4.68 year housing land supply figure and Mid Suffolk having a 6.73 year housing land supply figure.

Please note the Councils will be publishing the 2026-2031 housing land supply position in the autumn.
