Section 106 - Information & Guidance
Section 106 (S106) refers to Legal Agreements securing planning obligations under a Section 106 of the Town and Country Planning Act 1990 (as amended). S106 agreements are used to secure developer contributions.
S106 agreements can restrict the use of land. The agreements can also make a development proposal acceptable in planning terms, that would not otherwise be acceptable.
Developer Contributions Database
We are working with Exacom to make S106 and Community Infrastructure Levy (CIL) income and expenditure information more accessible.
You can search for developer contributions information and you can view data in relation to your parish, ward or district area and find out:
- How much CIL and S106 income may be due
- How much has been received
- Funds that have been allocated to infrastructure projects
- Funds that have been allocated to parish and town councils for spending
The Developer Contributions Database went live on 14 December 2018.

S106 Documents and Information
Copies of S106 Agreements can be downloaded direct from the Planning Application Search and Comment pages on our website or via the Developer Contributions Database. This is a quicker process if you have the planning permission reference number to hand.
If you have any further questions or would like to find out if any of the obligations in a S106 Agreements have bee complied with or remain outstanding please contact the Infrastructure Team. Please include your name, the planning permission reference number to which your S106 relates and the details of your enquiry.
Spending S106 Funds
A S106 Agreement contains the terms and conditions relating to the timing of provision of infrastructure and/or the payment of S106 contributions towards infrastructure.
The Council monitors when triggers for payment and spend are likely to be met to make sure we receive and spend contributions in a timely manner.
Open Space, Recreation, Sport and Community Infrastructure contributions spending continue to be managed through the Communities Team who will be able to advise on other grant funding that may be available to support infrastructure and other projects.
